Washington, D.C. – The Center for Baby and Adult Hygiene Products (BAHP) welcomes the introduction of the End Diaper Need Act of 2023 (H.R. 5644 / S.2879) and calls on members of Congress to support its passage.

Addressing a Critical Need:  Representatives Barbara Lee (D-CA-12) and Rosa DeLauro (D-CT-03), along with Senators Duckworth (D-IL) and Cramer (R-ND) have carefully crafted legislation that will help address the diaper needs of low-income families with infants and toddlers and low-income adults relying on incontinence products. The End Diaper Need Act of 2023 appropriates $200 million per fiscal year for years 2024 to 2027 to the Social Services Block Grant Program for use in the provision of diapers, with additional support for families in need of medically necessary diapers, which would qualify as a medical expense.

“Far too many families with young children find themselves without the supplies they need to keep their kids clean and healthy,” said Bryan Nicholson, Executive Director of BAHP. “This important legislation will empower community organizations to bridge that gap and make significant strides towards a future in which much-needed diaper and incontinence products are available to all.”
